ok to start with we cant micro manage every small detail as it would take the fun out of the game for everyone... and we also cant have rules that cover everything that might happen because the list of rules would be a mile long.
Every case is dealt with on a case to case basis as with everything we deal with
so to answer some question
what if mentee is at startbase,or stay dead while mentor is let say at missionzone kiling all coz somone attackt his mentee (what can be seen as AFK mentoring/leveling btw)?
IF the mentee stays dead or at the base, while the mentor is out fighting then they are not actively helping their mentee and would be breaking the rule
-another excample: when a "mentor" in doc 10 has groupbubble on at a lvl 20 player, .. that lvl 20 CANT be his mentee coz at lvl 20 mentoring wil move to doc 20 by the system. So how to call this? its not mentoring, its protecting "dochunters" with diggny. Allowed or not?
Using a GROUP bubble is not against any rules.. obviously the level 20 is not his mentee but as the skill states it is a GROUP bubble so a long as the mentee was in that group and in the same battle area it is not something we could act against.
- mentors active participation on taking docmission, still allowed or not?
yes as long as their mentee was there as well.
- when some player sees a mentor dropping his aoe on mobs he runs into the aoe and take SS , is that attack from mentor? how to "proof' you didnt?
this is why fraps or the witness of two GMs is needed so that it can be looked at closely... if a player purposefully gets him self killed in that way in order to get someone ele in to trouble it COULD be seen as a breech of the rules.

this is how mentor system works in other game and here should be the same, it's far more rewarding and people actually bother to mentor noobs there
when mentee hits lvl 20/30/40/50 and gets his reward mentor should get part of it aswell
also later when active mentoring is not available, when player is lvl 60/70/80/90 his mentor should keep getting rewards

i actually agree with GO 100% on that one iv been mentoroing for months on end and havent got one single reward cause none of my mentees have and i will say not bothered to cap which i know the board staff have recieved some complaints of that subject alone surely cause it is very fustrating as we said in the 'Change Mentor Rewards Back' post couple of months earlier that half if not all our mentees never cap anyway. i think a 'get some rewards' every 10 levels on the mentee is a brilliant idea cause i wouuld like to experiance the feeling of gaining a reward for my efforts of months on mentoring at some point

Well they help you lvl as well as killing other people in the doc, or if you're Roam.. going invis and using poison as a mentor til all the others are dead

mentor is stupid , help you level? leveling couldnt be easier
